Background
Evaluations in the time of crises [challenges in evaluations and methods needed in times of crisis; how do we adapt ourselves to have credible evaluations in times of crises?
Evaluations undertaken during crisis, including the current COVID-19 Pandemic require standard processes and approaches to be reconsidered to address new challenges and constraints. These evaluations may require real-time information and assessment, evaluation of on-going programming to identify areas to adjust or ways to respond and adapt. The current pandemic has introduced new constraints and restrictions on evaluation and evaluative activities, including restrictions to travel and field missions for data collection and the potential for overburdening capacity of evaluation offices and national stakeholders. However, the need for accountability and learning remains relevant and the role of evidence in policy and programming become even more imperative during a crisis.
The specific purpose of this workshop is to provide the implications of the COVID19 Pandemic on evaluations and provide guidance for the planning and conducting of evaluations during the COVID-19 pandemic as well as during other times of crisis or emergency.

Structure of the Event
Activity-1
- Establish the principles and considerations required for undertaking a evaluation during the COVID-19 Pandemic as well as during other crises or emergencies;
Activity-2
- Identify criteria for consideration when determining whether an evaluation can be undertaken;
Activity -3:
- Identify evaluation options, tools and approaches which can be used for remote data collection and address the constraints and challenges of evaluation during a crisis;
Activity-4
- Ensure full representation of all stakeholders, including end beneficiaries, within the evaluation and safeguard the mandate of no one left behind; and
Activity-5
- Provide options for meeting evidence and information needs when an evaluation cannot be undertaken.

Pursued Doctor of Philosophy (Ph.D.) in Applied Economics from Western Michigan University of the United States of America Executive Director and Chief Economist at Bangladesh Bank, the central bank of Bangladesh. A macro economist with interest in FinTech-RegTech in the areas of monetary, trade, financial and development economics. His key responsibilities are to ensuring key BB policy actions are underpinned by quality economic analysis working collaboratively with different departments. He is also responsible for The production of quality working papers as well as policy notes on issues relevant to BB’s objectives related to inflation, growth and financial stability.
His other responsibilities are :
- The drafting of BB’s annual Monetary Policy Statement (MPS) in collaboration with Monetary Policy Department (MPD)
- The drafting of the analytical report “Bangladesh Bank Quarterly (BBQ)” focusing on the dynamics of macro-economy and financial sector of Bangladesh
The drafting of annual “Monetary Policy Review (MPR)” Provide guidance and support to relevant departments in drafting of BB’s Annual Report, Financial Stability Report, Banking CSR Report etc.

He served various national training and research institutes including Bangladesh Academy for Rural Development (BARD), National Institute of Local Government (NILG), Bangladesh Civil Service Administration Academy as a faculty and consultant. He is the Current and Founding President of Bangladesh Evaluation Society. He is the founding and current President of Bangladesh Evaluation Society. He is actively contributing in various regional and international evaluation forums.
